Naval Support Command
Naval Support Command is tasked with the support of the Naval Service afloat and ashore. The Officer Commanding Naval Support Command (OCNSC), reporting to FOCNS, commands the Personnel, Logistic and Technical support resources in the Naval Base, in order to enable the NS to fulfil its Operational and Training commitments.There are four main departments within Support Command. These include:
- Support Command HQ
- Mechanical Engineering and Naval Dockyard Unit
- Base Logistic Department
- Weapons Electrical Unit
Support Command HQ
OCNSC operates form Support Command HQ. Under Support Command HQ comes the Personnel Management Section (PMS) and Maintenance Management/ Planning and Inspectorate Sections.
PMS is responsible for all personnel matters including personnel regulations, development of personnel policy in such areas as equal opportunity and integration of females, Service advice on personnel matters, planning and recruitment, the maintenance of personnel records, pay, welfare, the provision of a personnel information service to the as a whole, career management in co-operation with Branches and medical services.
Maintenance Management/Planning and Inspectorate
This section is responsible for Service technical standards, new constructions and is also responsible for Engineering/Technical branch matters in liaison with the PMS. Within this section is:
Maintenance Management Section
Maintenance Management which directs supervises and records technical maintenance of Naval Service equipment.
Planning and Inspectorate
Planning and Inspectorate are responsible for new constructions, planning and provides an inspectorate to preserve Naval Service technical standards
Mechanical Engineering and Naval Dockyard Unit
This Unit is responsible for second line and heavy technical support of Naval Service ships and boats. Within this department comes the:
Plant and Machinery Section
Plant and Machinery Section, which provides technical service support for Naval Service ships and boats.
Naval Dockyard, which provides heavy engineering and technical support for NS ships.
Base Logistic Department
The Logistic Dept carries out all NS Logistic planning and provides a logistic support services to the NS, both ashore and afloat. Under the Logistics Dept comes a number of sub sections:
Naval Technical Stores
The Naval Tech Stores staff is responsible for the administration of the stores procurement process, including control of naval contracts section and the custody/care/maintenance of stores contents including Naval Service stock of ship fuel.
Central Supply Unit
The Central Supply Unit is responsible for procurement of provisions, the maintenance of the central provision stores, the Naval Service ordnance stores and the NS clothing stores.
Accommodation and Messes section
The Accommodation and Messes section is responsible for the Wardroom, the NCO’s Mess and the dining complex, plus the fuel & light account, the utilities budget and the Base Laundry.
Base Engineering Maintenance Section
The Base Engineering Maintenance Section maintains Naval Base utilities, plans and supervises the construction of new buildings and contracted repairs of existing buildings, plans controls and supervises the expenditure of the NS element of the DF engineering budget.
Road Transport section
The Road Transport section provides a transport service in support of all NS operations and activities. There is a General Duties Section for support of all sections of the Logistics Dept.
Weapons Electrical Unit
This section co-ordinates and controls the work of following three component sections, paying particular attention to equipment where the work of the sections may overlap.
Communications Technical Section
The Communications Technical Section provides maintenance service for all Naval Service communications and navigational equipment.
The Electrical/Electronic section provides a maintenance service for all power generation and ship borne electrical equipment.
The Ordnance Section provides a maintenance service for all small arms and ship's weapon systems and an advisory/inspectorate function for weapons.
