Tackling Unacceptable Behaviour

There is Zero tolerance for unacceptable behaviour in the Defence Forces. If you see any unacceptable
behaviour, you have a responsibility to say something or act. Ignoring or minimising concerns will
undermine trust and erode our culture.
Good order and discipline are the hallmarks of our Defence Forces, and as members we all share
responsibility for upholding a culture that has zero tolerance for any form of inappropriate behaviour.
Unfortunately, there have been some instances, where the behaviour of some members, has fallen
below the standards of excellence we stand for as an organisation.
The Leadership of Óglaigh na hÉireann have consistently taken action in such circumstances. Since
2024 over forty personnel have been discharged due to behaviours that do not align with the standards,
values and culture which the vast majority of us adhere to and experience every day. These zero
tolerance actions will continue to be taken where and when necessary. As members of this great
organisation we are all liable to both civil and military law, that makes each of us accountable for our
behaviour.

reassurance required to take the first step towards reporting something unacceptable.
Inappropriate behaviour in the DF can be dealt with through a number of channels depending on the
type of behaviour. This ranges from disciplinary action taken within the chain of command at local level
which could include administrative action and/or more formal charges being brought under military law.
More serious offences can also (and in some cases must be) referred to the Military Police and/or An
Garda Siochana. Inappropriate behaviours in relation to Interpersonal Relationships in the Defence
Forces are dealt with in Administrative Instruction A7, Chapter 1, The Defence Forces Policy and
Procedures dealing with Sexual Harassment, Harassment and Bullying and this document is very

The Defence Forces have taken a multi-faceted approach to tackling unacceptable behaviour
through policy, training, targeted interventions and programmes.
