Overseas Operations - OSGA
Office of the Secretary General in Afghanistan and Pakistan
Completion of the withdrawal of Soviet forces from Afghanistan led to the disbanding of UNGOMAP which was replaced by OSGA(P) (Office of the Secretary General in Afghanistan and Pakistan). This mission was intended to help the people of Afghanistan find their own solution to their problems.
OSGA(P)'s Military Advisory Unit (MAU) comprised one officer from each of ten contributing countries. These officers were again drawn from UNTSO, UNDOF and UNIFIL and the first head of the MAU was Colonel Patrick Nowlan. The MAU advises the Personal Representative of the Secretary General and is also responsible for providing military expertise as required, and maintaining a continued assessment of the security situation in Afghanistan. Initially, the MAU operated is Islamabad and Kabul.
In 1994, OSGA(P) was renamed OSGA, and the headquarters was moved from Islamabad to Jalalabad, Afghanistan.
